Planning new hospitals in Saudi Arabia
In the Kingdom of Saudi Arabia (KSA), the Ministry of Interior (MOI) is responsible for the Security Forces Directorate which provides civil security for the kingdom and its royal families.
The MOI made the decision to invest US$7 billion for the planning, building and commissioning of two identical 1250-bed hospitals in Riyadh and Jeddah. The initiative is aimed at providing state-of-the-art healthcare services to four million Saudis representing the MOI’s employees and their families. This investment will upgrade the entire Kingdom Healthcare structure, with a patient-centric vision. Each medical city will cover a total area of 2.5 million square meters (26.9 million square feet), consisting of:
* Hospital advanced medical facilities
* An utility area for technical maintenance
* A residential area with villas, single and family apartments, a recreational sporting and commercial buildings too
* 4 Helipads
* Separate staff and visitor parking areas
* Allied Health/Nursing school
the challenge
The Security Forces Medical Center Project required IT planning to incorporate the latest in clinical information technologies and to be positioned for emerging technologies. The major challenges included:
- Developing a technology strategic plan without an IT governance body
- Identifying clinical IT requirements with non-clinical, non-technical MOI leadership
- Determine resourcing for the IT implementation
- Developing cost models for a new organization

We conducted various technology visioning and planning sessions with MOI leadership.
- Developed plans aligned with mature and emerging technologies
- Transferred knowledge for system selection, planning and best practices
- Developed the technology program plans for sequencing with the general contractor
- Conducted educational sessions with KSA government leadership

The major achievements during 16 months included:
- Raised level of awareness of IT best practices and requirements with MOI leadership
- MOI received initial planning for clinical and business technologies
- Development of an implementation roadmap
